On Jan. 22, 2021, the NC Justice for All Project submitted a proposal to the North Carolina State Bar and the North Carolina Supreme Court titled, “Proposal for a Limited Practice Rule to Narrow North Carolina’s Access to Justice Gap.” The 100-page proposal (and 2000 page appendix) requests a limited practice rule that would allow certain qualified paralegals and unlicensed law school graduates to provide limited legal services to low- and moderate-income North Carolina residents. Chief Justice Newby and the North Carolina Equal Access to Justice Commission heard a 5-minute presentation and 15-minute break-out discussion via Zoom on February 19, 2021. A member of the Paralegal Division Council, S.M. Kernodle-Hodges presented the proposal and Alicia Mitchell-Mercer answered questions in a discussion break-out room. A State Bar subcommittee has also extended an invitation to present the proposal on March 23, 2021. Alicia Mitchell-Mercer will be presenting the proposal to the State Bar.
