At the City of Saint Paul, Merritt led the Ford site redevelopment planning for a decade. She oversaw a dozen consultant studies, managed an internal citywide staff team, coordinated with external partners, agencies, and the land owner, managed the project budget, and organized and led hundreds of public and stakeholder meetings.
